Welcome to Another World
This is a universe in which violence and desperation are accelerating beyond tolerable thresholds. Beings touched with ambition, desperation, violence, and worst of all, hope, are smudging the crystalline view held by the various realms' "experts". It's all changing, and there is no way to stop that change. You can only shape it into something that better suits you.
If you're strong enough, that is.
Across the three realms, every soul can agree that the only force that can move mountains or men is power. Raw power. Power comes from numbers, flesh, love, hate, Reiatsu, wisdom, experience, innovation, you name it. Every realm and its respective rulers know that, and all are adjusting their uses of it to mold the new age in their image.
Soul Society is hemorrhaging souls at an alarming rate as Earth tugs more and more to the new bodies it creates every single day. Hollow presence is rising faster than it can be contained, treating modern-day Earth like their land of milk and honey. It doesn't help that perpetual war has been raging for years in the Middle East, climate change creates death machines every season, and illness sweeps through the world; the number of souls to be devoured and tainted is incongruent with the amount of Shinigami to purify them. All Shinigami not essential to the day-to-day operation of the Gotei 13's realm-based jobs have been ordered to venture in squads unto Earth. Seireitei and the Rukongai are being run by what many have called "a skeleton crew"; even worse, the Noble Houses--once thought to be ornamental and obsolete in modern-day Soul Society--are taking it upon themselves to step back in where Gotei 13 is failing. Most souls suspect less savory intentions are at work, while others believe the nobility desires to prove their grandiose inheritances can help a world that had presumably left them behind.
The Rukongai has had no time to enjoy the brief reprieve from the Shinigami "Balancing Programs" that previously targeted them. Earth rips weak souls away from found families and friendships every single day, devastating souls regardless of how rich or poor they are. For many, the only cure is power--they know a hungry soul is a soul strong enough to resist the pull. Some only seek power for this safety, while some are aiming to fix the cruel power dynamic within their society and how it deals with this "balance" they ramble on about. The sources of power within the Rukongai are myriad, to the frustation of Shinigami tasked with cracking down on these power seekers. Known cases include deals with the spirits and gods that are native to Soul Society, stolen Zanpakuto, home-brew Kido, and even some scandalous reports of Hollow taming.
Back home in Hueco Mundo, spurred by the spiritual fattening of Earth, an Arrancar is born every day. At the edge of the desert, a strange and powerful clan seeks to unite these new children under one banner to pursue an unfathomable end; filling the hole in their soul, which they promise will allow them to achieve a new and powerful level of being. Other Arrancar choose to strike bargains with Shinigami, who have seemingly resorted to the desperate as they arrange transportation and chaperoning to Hueco Mundo with these turncoats, code-named "the Blackmasks" by the Shinigami.
Quincy have been ever vigilant of Hollow and Shinigami activity, especially since the "Second Quincy Insurrection", when Shinigami methodically massacred about half of the Quincy population from 1910 to 1970 under the guise of various wars and conflicts on Earth, with rumored cooperation from Hollows and Arrancar. A thousand years had passed since the prior assault, from which Quincy had still not fully recovered; the Second Quincy Insurrection brought down many historic Quincy families, along with the powerful relics they kept in their care. For two ambitious Quincy figureheads, both as alike as night and day, the time has come to throw away their "neighborhood watches" and militarize against the growing presence. Other Quincy abstain, seeking reparations from Shinigami and wrestling with the questionable nature of their powers; one Quincy in particular claims he can use his bow without annihilating tainted souls, offering to teach others his way.
In the middle of the storm ( as they have always been) are humans. In particular, Empowered Humans. Now near-constantly saturated by the radiating presence of unpurified souls, Shinigami, and Hollows on Earth, the Empowered are increasing at an unprecedented rate. Governments across the world are approaching what's been called "The Crisis" in different ways. The Japanese government has been approaching those they call the "Spirit Children" with offers of confidential employment, extensive benefits, and world-wide missions. The United States has been detaining, questioning, and either employing or experimenting on these "Supers", vowing to fight terrorism with their new (mostly unwilling) recruits. Russia is forcing all into military service under a secretive branch, the Russian Spiritual Forces, and experimenting with the "forced empowerment" of normal humans; no one yet knows why.
Some governments are even turning to the eternal wisdom of religious groups in their countries. Shrines, temples, mosques, churches, and various sacred sites are becoming hubs of discussion, birthing a new era of theological discussion.and religious philosophy. Religious leaders, to the concern of many, are nearing a level of influence within the governments of the world unforeseen since the separation of powers. Countries with some level of state religion, typically of Islamic or Christian tradition, are throwing themselves headfirst into discovery and research. Indigenous peoples across the world, often quashed down by the interlopers settled on their lands, are looking to the eldest in their families to relay the oral traditions and tales that survived the often brutal colonization inflicted upon them.
Fears of yet another war are fanned every day, be it class war or imperialist conquest, and every Empowered Human treated as if they are a walking nuclear weapon or the potential cure for cancer.
A showdown of morality, power, and emotion is sweeping the realms, and it doesn't matter who you are or who you're fighting, whether you're a Shinigami fighting a Hollow or a human fighting another human; the air already smells of blood.
And only now are those ephemeral names of future legends coming into their first light.
This is Bleach Moumei.
